Connection to MySQL slow in Windows 11

I have two computers, both with Windows 11, both with the same MySQL 5.5.50. The connection to MySQL on one computer lasts less than 1 second (as it should be). The connection to the MySQL on the other computer lasts 10 seconds. How can that be?
