Computer

Help I have windows 10 insider build 16251rs3 and my computer can't do anything at all nothing will open so i open task manager and it says 98 CPU usage but all the programs say 0% usage and I can't even open chrome to try to fix it please help

    This happend with my computer too but with 100% cpu usage! Had to reset windows and prevent it from installing new updates, otherwise it would start again! Somethings very wrong with one of the latest updates!
