can not access windows insider rings

Question

I cannot access any rings such as developer, canary, beta or preview rings i am unsure as to why it keeps showing me what you can see in the image below it has been doing this for a while and i am trying to&nbsp; have it show me the option to use the dev program please help&nbsp;
