can not access windows insider rings

I cannot access any rings such as developer, canary, beta or preview rings i am unsure as to why it keeps showing me what you can see in the image below it has been doing this for a while and i am trying to  have it show me the option to use the dev program please help

    Download the selected ISO to update in place , this should solve this problem.

      Deleted the option is not available even after doing that.

        But in the screenshot there is only preview = stable , this is not the Insider version, so downloading ISO Dev should fix it , what version do you have installed currently Windows?
