Animation not switching off from windows 11

insider version: 22H2 (OS Build 25314.1010)

issue that persists is that even when i switch off animations from the settings it still stays on and never turns off.

As you can see i switch if off and close the app and when i go back its still on and the animations never go.

Please help me with the needful.
