WCD deployment sticks on App scripts.

I recently started working with WCD and it's going well except for sticking when it gets to the app install scripts. If I press esc to exit it doesn't go anywhere, but once I hard reboot and configure my way in everything from the provisioning package is present. 
App scripts for skip and reboot are true and true.
