Is it possible to create a restore point before the in-place upgrade to allow roll back, if necessary?

Windows 10 automatically does this before each Feature Update, and you have 10 days to rollback to the previous Feature Update version.

Are their any plans to let enterprises control the rollback and automatic cleanup threshold?

This would be great feedback to log in Feedback Hub tool, automatic cleanup is handled by a scheduled task in Task Scheduler.
