rickman_MSFT Now setup errors and rolls back. Seems RDWEB cannot correctly handle the upgrade. During upgrade setup of Insider builds, Remote Desktop Broker's database (RDCms) is deleted from Windows Internal Database. This makes Remote Desktop Management Service fail, forcing user to rebuild Remote Desktop farm. This can be observed during upgrade to 20289 and persisted in upgrade to 20292.
