I'd like to be able to receive email alerts when a printer shared in Universal Print enters a "stopped" status.

MicrosoftBob_Stary thanks for reaching out! We're working on this now by integrating into Azure Monitor.
You'll be able to route logs into Azure Monitor from which you can create Alert queries that trigger Email/SMS/Push notifications for whichever criteria you define.
