Best solution is usually selected by the author.
Microsoft verified solution can be selected by a Microsoft employee to either confirm a best solution is what we recommend or to potentially give an “approved” answer which may or may not agree with the best solution

Couple of more questions in addition.
1) Terminology. Flags say "best response" if it's from OP, verified by Microsoft it becomes "best answer", here we discuss "best solution". Not critical, but at least in flags and system notifications it's better to use the same terminology.
2) Best responses. Now, if best response appeared in the thread, it is repeated at very bottom of the thread. Not sure it's useful or not, the question is about separator line before such repeated best response
Does 1 best response (not just best response) means we could have few of them?
