System Center Service Manager 1801 - 2025

Good morning,

We’re having issues with the installation of SCSM lately.

In the end, we never succeed in completing the installation of the management server itself.

We tried to install SCSM from versions 1801 to 2025 on Windows Server 2019 with SQL 2017 and 2019 without results with ALL the requirements in place.

Our first attempt was nearly successful, but at the near end of the installation, we add this error at the Import management packs phase: An error occurred while executing a custom action: _PopulateUserRoles This upgrade attempt failed before permanent modifications were made.

Our second, third…attempts were not going that well. Now this time we’re stuck at the Configure registry settings phase: An error occurred while executing a custom action: _InstallServerPerfCountersForSDK.62894CB9_4320_40DB_B4E4_C0347FAB97B6 This upgrade attempt failed before permanent modifications were made.

We read different sources for the above error messages that we encountered (Disable Performance Counters, modify the registry and so on…but again the installation did not complete.

We are not trying to upgrade an existing SCSM installation, it’s a new installation on the Windows 2019 standard edition each time.

If someone out there has successfully succeeded in the installation of the SCSM Management Server, your comments and suggestions are more than welcome.

    Good day all,

    Well, after some reading on other forums and a good night of sleep.

    I would like to thank Rafael_Monteiro post, which provides me a solution for the installation of System Center Service Manager management server. So I decided to opt for the Windows 2025 server instead of the Windows 2019 server and opted for SQL 2022 instead of SQL 2017/2019.

    The installation of SCSM management went like a charm. I had no issue. After the installation I updated the operating system and SQL.

    Let's move on to the SCSM Datawarehouse management server installation and configuration.
