The SQL Server 2012 Cumulative Update 1 (CU1) release enables support for DQS as part of a clustered SQL Server 2012 setup.
Ensure that you install the CU1 release as mentioned under the
Resolution
section of the following KB article to enable cluster support for DQS:

NOTE
: When you run the SQL Server 2012 setup, you are prompted for the "Scan for Product Updates" step. However, this step can find and download only Microsoft General Distribution Release (GDR) and service pack updates. The CU1 package is not listed. Therefore, you must manually download the CU1 package from the location mentioned earlier, and point the SQL Server setup to the package for the installation.
