Spfx refinement panel web part

I'd like to implement a refinement panel web part using spfx. In 2013 this was fairly easy to do and it allowed you to query all the refiners and display the counts.

 

What's the best way of implementing this? Can it be done with a fabric nav component or is a panel the best option?  ( i did notice this example: http://thecollaborationcorner.com/2017/10/16/build-dynamic-sharepoint-search-experiences-with-refine... but what i don't like about is the panel is hidden until i click. If you look at most search experience conventions on the web the refinement panel is always visible)

 

ideally i want it to look like the 2013 experience

 

Any plans to release this for spfx?
