Securing Image Links

We have users under multiple tenants, but want all of the users to use the same Human Resource site.  I want to be able to have the user only see what is applicable to their tenant when going to the HR site.  I currently have an image with the link to the applicable page for that tenant.  Is there a way to set permissions at the image level?
