Difference in Share & Grant Access for users & groups

I am trying to share a folder. It works for individual users only. Share is not working for groups like

Everyone, Everyone except external users etc

Select Details Context Menu 

Share is not showing any group. only Grant Access shows the group. Is this a default  behaviour
