How can I enable this rule but it will only report/notify that a user who has inbox rule rather then preventing it to send, My goal is for auditing first after audit will send approval who we will exclude.

This basically creates a Transport rule in the EAC, which you can modify to better suit your needs. For example, you can change the "Block" action to "generate incident report" or something similar.
