WPR WPA .NET etc.... failing miserably

As a newbie to WPR/WPA/.NET &c I am getting very frustrated in trying to achieve what I want to do and I believe that the wealth of experience here will fill in all the gaps.
My laptop running W10 is underperforming and I want to know why ... in detail.
Doing some research I believe that WPA and WPR would assist me greatly.
I downloaded the relevant bits & pieces, used WPR and WPA but the latter came up with an error about "the trace processing failing with error code 0x80070032". Internet searches gave me a result that MS had seen this fault and had a patch - which I found required yet more downloads.
I have therefore (I believe) downloaded the .NET Core SDK and the "Event Tracing Processing Toolkit" from a site that informs me that I have to run a CLI command: "dotnet add package Microsoft.Windows.EventTracing.Processing.All --version 1.12.9".
This throws up the message that "add" is not an option for the dotnet command.
As someone with developer knowledge going back 30 years, and understanding areas such as packages, dependencies and the ilk, things seem to have got overly complex here - what I would have liked to see is something along the lines of "download this, extract that, run this, do that" whereas I seem to spend my life trying to extract the simple from the complex ! I THOUGHT that I was carrying out the required operations to fulfil the task[s] that I need but I'm obviously missing something, somewhere
Q: Why is 'add' not a working option here? Have I downloaded the wrong dotnet package? .. the wrong SDK? Are the stars not aligned properly? Is it too sunny outside?
Any other relevant pointers in how to get WPR/WPA running properly (!) would be most welcome
