Path "VFS\SystemX64" not found: 0x80070002 Windows 10 / Office 2003

The File FM20.DLL is not installed at Windows 10, can that be the problem?

    Please help with that problem.

    The FM20DLL is installed at C:\Windows\SysWOW64, but the issue at instal package is

     

    In the created package by MSIX Packager we see only VFS/System and SystemX86 but no SystemX64.

    We can not create SystemX64 at that VFS Level with MSIX Package editor,

     

    Fehler bei der App-Installation. Fehlermeldung: AppxManifest.xml(20,145375): Fehler 0x80070002: Das Paket "MSIXWord2003_1.1.1.0_x64__0axtw1mbg53sp" kann nicht registriert werden: Der Pfad "VFS\SystemX64" wurde nicht gefunden. (0x80070002)

      To change the path in the manifest to System oder SystemX86 brings the error:

       

      Fehler bei der App-Installation. Fehlermeldung: AppxManifest.xml(2561,12): Fehler 0x80080204: Das Paket "MSIXWord2003_1.1.2.0_x64__0axtw1mbg53sp" kann nicht registriert werden. Das TypeLib-Element erfordert mindestens ein untergeordnetes Win32Path-Element oder Win64Path-Element. (0x80080204)
