MSIX/AppIntaller: Issue installing package with Service w/o internet

Just a heads up to the dev team to keep an eye out in the feedback hub for a report with the same title as above.

AppInstaller seems to be unable to install a package that contains a service if the OS does not have access to the internet. This was an enterprise repackaged app that was not in the store so it shouldn't be a license thing.  AppInstller just crashes without error.  A debug log was attached to the feedback.
