App installation failed with error message: Access is denied. (0x80070005)

getting this error after double-clicking on msix file as standard user

 

From the event viewer,  event 404, AppxDeployment-Server

AppX Deployment operation failed for package file:///C:/msix_testing/Meeting Owl Windows 1.20.1.0.msix with error 0x80070005. The specific error text for this failure is: NULL

 

Calling process:  RuntimeBroker.exe

    I found out the cause

    There is a GPO enabled:

    Local Machine\Windows Components\App Package Deployment

     Prevent non-Admin users from installing packaged Windows Apps
