Regarding the second question, unfortunately there's no way to generate an optional package with the Windows Application Packaging Project. If you're in a CI/CD scenario, your best option is to create it manually using the makeappx tool included in the Windows 10 SDK, as detailed here: Create an app package with the MakeAppx.exe tool - MSIX | Microsoft Docs
