32-bit versions of Windows support 16-bit apps natively. I think that
Windows 7 was the last 32-bit version of the OS. But as noted in this
thread, you can run 16-bit apps on x64 OS by using emulators.
I was able to get it resolved by changing
bEnableProtectedModeAppContainer to 0 instead of 1, and by adding the
