Microsoftraalvare - There isn't a specific way just for videos to migrate into Stream (on SharePoint). The best that is possible is to use existing tools to migrate files into M365. So you'd use the 1st party tools like Migration Manager or SharePoint Migration tool: Migrate to Microsoft 365 - Migrate to Microsoft 365 | Microsoft Learn or use some 3rd party migration solution like ShareGate ShareGate's migration tool - ShareGate (or others).
But this will just get the core video files into ODB/SPO, it wouldn't do anything specific with closed captions, thumbnails, etc. And those things don't have public APIs at this time.
