Wrong answer in test exam?

Question

I was going through the practice exam for SC-200 today, and ran across this question:

Am I misreading things, or is it giving me two sets of information?
For clarification:

It marks the "Create an Analytics Rule.." as correct.
It states (at the bottom) that creating an analytics rule and including the built-in parser WILL NOT PREVENT the parser from updating.

I'm fairly certain now that I know what the correct answers should be, but this makes me ambivalent.
