Unable to access MCP portal after acount being hacked

Hello, apologies for posting on this forum but I have run out of options.  A few months back my MS account was hacked into an Azure subscription was purchased without my knowledge and this was used for malicious attacks.  I have tried numerous times to get access to my account by following the security questions and entering details of senders email etc but could not resolve.  This has been a huge inconvenience as I have had to claim money back from the bank and also cancel my cards, but more importantly I have now lost access to my transcript and ability to take exams.  I would really appreciate any assistance in getting back into my account.  Thank you.
