@Rahaf675 Two things that come to mind in this situation are:
1) Check the policies applied on your tenant for Teams, someone may have disabled the functionality.
2) Is your data location for your tenant set up to one location or multiple locations? For example if your Teams data location is USA and your Stream data location is Europe, then you will not have the ability to record.
