I recommend that you use Microsoft Community forum for Windows Camera to look for a problem like yours or post a new one.

To open the camera on your windows 10, just click the start button then click Camera. If you don't see Camera, just search it.

But if you're trying to use the camera within other apps, just select the start button, look for settings, click privacy then you will see a camera there, click it then turn on Let apps use my camera.
From there, turn on each of the listed apps where you want to use the camera.
