Access not exporting all records from table

Over the past several years I have exported some tables from one of project databases many times from Access into a text format to use in statistical analysis software. I must have these tables in text format (multi record format) to import into my other program. For some reason I can no longer export these very same tables. The exported text files have missing records. I have tried creating new versions of the tables using Make Table queries. I have tried closing Access and restarting it. I've tried rebooting my computer. I've tried to export the tables to Excel and then saving them to text or CVS format. They are missing records when they go to Excel. This has never happened before. My files are not too big (less than 20,000 records). They are not complex.
Has anyone else had this problem? Is it caused by a Windows 10 update? I've had other issues with Windows 10 (audio problems, Bluetooth and Wifi problems mostly) but no noticeable interference with other software.

You should use FoxPro as well.
