Windows Hello Biometrics won't work after upgrade from Win10 to Win11

As attached, the PIN option works fine but Biometrics won't work.

Uninstalled the Windows Hello and Fingerprint reader drivers, rebooted no go.

Uninstalled the Windows Hello from Additional Features, reinstalled no go.

Reviewed and the correct GPOs are applying, so not sure what is causing this and how to resolve.
