Remove Passcode Fail

Had anyone experienced an issue with the Remove Passcode failing on devices?

There seems to be a recent uptick in this for our devices. The only solution has been to constantly rebuild the devices for our users. The last time I had an issue like this was an iOS 13.x release where any device registered at that time would fail in this way.
