Microsoft4UCSCameron To prevent user switch default launcher, you can configure Microsoft Launcher as default launcher with a device restriction configuration in the Intune portal.
And then if you don't want user to change the wallpaper, you can set configuration key "com.microsoft.launcher.Wallpaper.Url.UserChangeAllowed" as false, then the wallpaper will always reset to the one you configured even users change the wallpaper from android settings.
