Hi Bob,
auto-enrollment is not supported when not used with OOBE and AADJ. But you could use an approach to guide users to MDM enrollment by sending out deep links via email for example. See here:

There is no automated way of doing this.
Or you write manuals for your users on how to do this, you can also use deep links (https://docs.microsoft.com/en-us/windows/client-management/mdm/mdm-enrollment-of-windows-devices#connect-your-windows-10-based-device-to-work-using-a-deep-link), or have an admin do this manually.

here is the command i ran
c:\windows\system32\deviceenroller.exe /c /AutoEnrollMDM
not sure if this works for you guys, but give it try
