Why I can't search for a phrase?

E.G.

Search for Microsoft word 2023 and "Microsoft word 2023". (No, a + sign change nothing).

Where on e.g. https://support.microsoft.com/en-us/office/what-s-new-in-word-2021-for-windows-8f0b9117-8cf4-4677-8cd5-d848dd0e1ac9 is "Microsoft word 2023"?

Bing is "smart" and search for 2021 too? That iss not true. Bing interpret a phrase to something else e.g. try "windows bing mouse" a simple "no results" would be correct, but not 25 results without this phrase.
