Confused about commercial use of microsoft AI images

while both Bing Image Creator and DALL·E 3 are AI-driven tools, they differ in their terms of use for commercial applications.
Regarding Bing Image Creator, it restricts the use of generated images to personal, non-commercial purposes. Essentially, any images created with Bing Image Creator cannot be used for commercial activities.
In contrast, DALL·E 3, provided by OpenAI, allows for commercial use of the images it generates.

Is your information now out of date? Microsoft changed the name of 'Bing Image Creator' to 'Image Creator by Designer'. I read its Terms of Use, and could not find any language stating you cannot use the images you create for commercial purposes. This is important because the AI of Image Creator does not appear to behave exactly the same as the AI used in ChatGPT Plus. The images coming out of Image Creator are sometimes superior to those coming out of ChatGTP Plus. So this issue is kind of a big deal and I think people really need a clear and dependable answer.

So if i created an image myself with the bing image creator, and my image says it was created by dalle 3 are they mine to do what i want with them even sell ?

Seeking clarification:
Suppose we have images saved that we previously created in past months using Microsoft Bing image generation services. Am I correct that 1) images generated by Bing "Image Creator" in late Oct./Nov. 2023 were not allowed to be used for commercial purposes, but that 2) images created by Bing "Image Creator by Designer" (also in late 2023) were allowed to be used for commercial purposes? I have seen the current terms of service for the 2024 "Microsoft Designer (https://designer.microsoft.com/home) - apparently different terms than the Bing "Image Creator by Designer" of late 2023 - and the new terms of use (https://designer.microsoft.com/consumerTermsOfUse/en-US/consumerTermsOfUse.pdf) again appear to restrict images from commercial use.
As an aside, I agree that images generated by OpenAI's DALL-E 3 are currently much poorer in quality, in general, than those created by Bing/Copilot's image generators. But this quality discrepancy compared to Bing's was not nearly so stark in the past. I have examined the quality of some old one's I generated from OpenAI in late 2023 to some I generated as of now (using the same prompts) on both GPT-4o and the DALL-E OpenAI GPT. It appears that OpenAI has perhaps changed up their algorithm or checkpoints for DALL-E 3 in a way that has pretty significantly harmed image generation quality.
