Include MailBoxSettingsWorkingHours.Read.All instead of full access to mailBoxSettings

MailBoxSettings includes working hours data but to access those of other users needs Application permissions and it feels unnecessary to need access to all the other properties in the mailbox settings such as time & date formats.

It would be great to be able to access these on a discrete endpoint for working hours data.

If this could have delegated permissions that would be great too.
