Sharing a "Personal" OneNote to a "Work" account

I have a user within my organization that shared a notebook from his personal to an O365 work account.  The O365 work account was never able to open the notebook.  We had to create a personal Microsoft login account and then were able to open the shared notebook.  Why would this be?  If It's shared with the email address associated with the work around?
