Share a Page in OneNote

I have used the Built-in app of OneNote almost everyday for well over a year.  I meet with dozens of people a day and use it to take notes.  I have always been able to click on a page, publish that page and then copy a link and send it to my clients for them to review.  Today (March 21, 2018) I opened OneNote and was unable to Publish and copy the link.  I was only given the option to Share the entire Notebook by providing an email address.  I can't do this because then everyone will see everyone else's notes.  This is also happening on my co-workers version.  Has something changed?  Is there a way to share only the page with an external person?
