Set preference of opening in Office Online or Office App

I have a requirement on a current project to have OneNote show up in the New popup within a document set in a SharePoint Online document library. I have added "Notebook.one" as the template for a "Notebook" content type but the experience is not great.

 

When the user goes to add a new OneNote notebook instead of OneNote web app opening the desktop version of OneNote opens, and also presents this message:

  • You screenshot hasn't come through.
    Also are you wanting people to create a new OneNote notebook each time they select it in the New drop-down, or to simply create a new page within the notebook?

      Thanks for the reply. I was able to get the screenshot to post.

      They need to create a new notebook, not page. They will only have one per doc set, and going forward I a new notebook is created when a doc set is created. However, there are hundreds of existing doc sets that need to have a notebook created.
