Admin control for "Request Access" vs "Learn More" for Code and Autopilot

Hello community!

With Code and Autopilot entry points in the Copilot app soon becoming visible for everyone with an M365 Copilot license, per Message Center post MC1479277, by default enterprise users without a spending policy will see a "request access" message. Also, the message says a new Microsoft 365 admin center setting will let admins choose whether users without a spending policy see Request Access or Learn More.

❓Does anyone know where in Microsoft 365 admin center this new setting is? As of today, 5 Oct, I cannot find this. I am aiming to have this set up before the changes to the Copilot app kick in.

This documentation also states the same information as that in the Message Centre but looks like this isn't update to reflect the new setting - https://learn.microsoft.com/en-us/microsoft-365/copilot/discovery-setting-ai-experiences,

"The AI experiences enabled by usage-based billing setting is deprecated. This setting will be replaced by a new setting that allows admins to control whether users or groups can request access to experiences that require usage-based billing."

Thanks,

Sohna

Sohna, Microsoft has now documented the replacement setting, in a page updated on 16 October. The path is Copilot > Settings > All Settings > Access to usage-based billing experiences. Under the spending-policy request options, choose No users for the Learn More experience, or select the users and groups allowed to request access. Microsoft says changes can take up to 24 hours and currently lists Global Administrator as the required role for this setting. The instructions are here: https://learn.microsoft.com/en-us/microsoft-365/copilot/request-access-usage-based-billing-experiences .
This is separate from configuring the spending policy in Cost Management, so the earlier reply addresses the billing side rather than this specific request control. I would verify it with an account that has no spending policy, after the propagation window.
In my published PALO Framework and its documented AI FinOps model (https://paloframework.org/PALO_FinOps.html), I keep request eligibility, approval, budget allocation and actual consumption as separate records. For your rollout this means naming who reviews requests, which workload budget they belong to and when access is reviewed again. The PALO local FinOps module is a reference for that accounting and evidence model; it does not configure or enforce Microsoft tenant settings.

Right now, I believe you can manage Copilot Credits under Home > Copilot > Cost management. To date, Monitor credit usage, configure spending policies, and manage who can spend ‎Copilot‎ Credits. Cost management applies only to agents and services that support usage-based billing. https://go.microsoft.com/fwlink/?LinkId=2368212

It seems MSFT is in a bit of transition though so you still have to Manage other pay-as-you-go services in ‎https://admin.cloud.microsoft/?source=applauncher#/copilot/managecost/copilotpayasyougo‎.

Configuration should be what you want.
