Right now, I believe you can manage Copilot Credits under Home > Copilot > Cost management. To date, Monitor credit usage, configure spending policies, and manage who can spend Copilot Credits. It seems MSFT is in a bit of transition though so you still have to Manage other pay-as-you-go services in https://admin.cloud.microsoft/?source=applauncher#/copilot/managecost/copilotpayasyougo.
Configuration should be what you want.
