Upgrading License

We are using F3 licenses for our users which gives them 2 GB storage.

Many times, they want more storage and we upgrade their license to Plan 1 which gives 50 Gb storage.

 

Now that they have Plan 1 assigned, shall we remove the F3 license safely from their account or will there be any problems.

You can remove the F3 license without any issues, at least when it comes to the mailbox. As F3 allows access to additional services, make sure the user is not going to be impacted on that front.
If the users only use email then you can remove the F3 license, but the F3 license in itself gives access to other services, like Teams, OneDrive.

If you use Conditional Access, the users will still need the F3 license as well since the Exchange Plan1 license does not contain the Entra ID Premium 1 service.
