Set limits sending emails

Sometimes the users are sending too many emails for short period, for example bulk, newsletters, distribution groups, forwarding of meetings and the tenant is blocked. Is it possible to set up limits for sending of emails for the users, so that a block of the tenant is avoided.

 

In the article below is written:

"For the purposes of the recipient rate limit and the recipient limit, a distribution group that is stored in the organization's shared address book counts as one recipient. In a personal distribution list, each recipient is counted separately."

What is the difference? How can I create a distribution group that is stored in the organization's shared address book?

This simply means DGs within your tenant. As for restricting senders, try the methods outlined here: https://office365itpros.com/2020/01/17/custom-recipient-limits-exchange-online-mailboxes/
Better yet, if you have a need to send messages in bulk, use a third-party service that specializes in that.
