Outlook Web Access 2003 premium showing login screen after every action?

Here I go:

I am attempting use the premium OWA experience in IE 9 under windows server 2008.  I've turned on all the necessary settings and I log in (WINX-CESD-US\myuser) and password.  my OWA experience looks like the image attach.  How to fix this?
