How about this?

> Any attachment is password protected

Then

> Reject the message with the explanation

> Notify the recipient with a message

But this rule it will block message not move to quarantine .how to move it to quarantine to if user notify then release it

Ok, if you want it in quarantine then it could be

> Any attachment is password protected

Then

> Deliver the message to the Hosted Quarantine

> Notify the recipient with a message

But it can Notify the Sender with a message ?

Solution
You can

- Deliver the message to the Hosted Quarantine
- Block the message with an explanation for the sender
- Notify the recipient

But there is no rule to notify the sender if the mail with the password protected file has gone into Quarantine. You can only notify the recipient.
