Exchange online OME questions

Hi Experts, 

One of our customer raised the below query:

The customer who wants to send encrypted emails to recipients and encrypt both message and attachments - and the best service they have seen is OME.

However, this service is not available on the Office 365 Business Premium licence. And understand that they need to order Azure Information Protection P1. This product alone they understand that which gives attachment encryption and not email messaging encryption?

However, if Azure Information Protection P1 purchased along with business premium will they be able to encrypt emails both body and attachments?

Is any other licencing required?

Any pointers would be of great help.
