RestoreonStartupURLs - Policy not applying Intermittently

New deployment of MS Edge and have recommended Current User based GPOs set, RestoreOnStartup =4 + RestoreOnStartupURLs http://companyintranet.

This works most of the time to open the company intranet by default on first launch, however many users report the standard New Tab Page opens instead. 

Examining affected users, the GPO is appearing as set in Edge:\\policy - but within settings "On Start-up" we see "Open a specific page or pages" is selected, but the "Pages" to open section is blank and doesnt include the RestoreonStartupURL. Anyone else experienced this ?

@esirvys Hello!  By any chance have you set the RestoreOnStartupURLs Policy to open a WIP (Windows Information Protection) protected start up page?  Also, do the users reporting the issue have multiple profiles (ex: work and personal) set up in MS Edge?  Just trying to figure out if you are encountering a known issue we are trying to investigate.

@Kelly_Y  dont think thats our scenario - No WIP and these are new users just getting Edge for the first time so will only have the default profile at that point.
