Programatically remove & permanently block Edge WebView2 Runtime?

We have an Excel add-in that the vendor has determined is being broken by the runtime's failure to properly escape apostrophes in a path. I need to remove the runtime and block it being reinstalled across the enterprise. I've dabbled with Get-AppXPackage but apparently that does not include runtimes. Any suggestions will be greatly appreciated.
