This looks very "Linux" related to me. What to set on Windows if we want to change the download directory to, lets say, %TEMP% ?

According to https://docs.microsoft.com/en-us/DeployEdge/microsoft-edge-policies#downloaddirectory the download directory can be set like this
"/home/${user_name}/Downloads"
