"This policy is available only on Windows instances that are joined to a Microsoft Active Directory domain, Windows 10 Pro or Enterprise instances that enrolled for device management, or macOS instances that are that are managed via MDM or joined to a domain via MCX."
I want this option to just be there as-standard, within the normal Settings menu. So when I go to <edge://settings/newTabPage>, I want options there to let me choose whether a new tab opens to either a custom URL, a blank page, or Microsoft's built-in offering.
Internet Explorer 11 and Firefox both offer the ability to choose where a new tab goes to, I don't see why Edge also can't...

Well, at least they provided the option, just for different type of userbase, maybe the users they received feedback from were mostly organizations.
but if that's still what you want, make sure to send feedback using the feedback button on Edge.
