PDF Downloading failing on most sites. Edge Stable 110.0.1587.50 MacOS Arm64

PDFs on this page, or most PDF articles on Google, would fail to download.

(It's not in English but the PDF icon is clear and scrolling to the download links shouldn't be too hard)

 

To be more specific, clinking on these download links would start a download that seems to be completed immediately. But the circle around the download icon indicates the download is still going. Then, the circle becomes full but won't go away. The CRDOWNLOAD file wouldn't turn into a PDF file. Manually changing the extension name to PDF would allow the file to be opened (if the circle is full) and checksums are same as the same PDF files downloaded from other browsers.

 

Some PDFs could still be properly downloaded, like the ones on this.

I switched to InPrivate to disable all extensions but it won't help. PDF files are set to be always saved in Edge's settings. Toggling the setting back and forth also won't help.

this seems to be happening to all .xls and .zip files as well. Happens in chrome and edge
found that your page the web page itself is HTTPS but the link is HTTP
same thing happens here when you try to download the pdfs https://support.hp.com/us-en/product/hp-compaq-elite-8300-ultra-slim-pc/5232866/manuals
firefox blocks it initially but gives you an option to "Allow download". can't seem to find that in Edge or chrome
